INTRODUCTION
In 1998 the fiscal court of Warren County, Kentucky established the Intermodal Transportation
Authority (ITA) to plan for the continued economic growth for Warren County and surrounding
counties in the area. The ITA was the moving force to encourage the Governor of the
Commonwealth of Kentucky and other political leaders to provide a grant to the ITA to study
concept feasibility, select a site, construct, and ultimately operate a multi-modal economic
engine for the south central area of Kentucky.
The ITA has sponsored several studies to investigate and select a suitable site for the proposed
Kentucky TriModal Transpark (KTT). An initial feasibility study was prepared that indicated a
significant economic value of such a development to the area. Seven preliminary sites were
selected for further study. The most promising site, the Yellow Site, was selected for more
detailed evaluation, focusing on: potential environmental and social issues, transportation
efficiencies, and overall project constructibility. The Yellow Site includes approximately
6,600 acres and is located in the northeast quadrant of Warren County. The area is generally
bounded on the west by U.W. 31-W, on the east by the community of Oakland, on the north by
U.S. 31-W, and on the south by Interstate 65, as is shown on Figure 2. Consequently, the ITA
has begun the preparation of a Site Master Plan for the proposed KTT and an Environmental
Assessment (EA) for the airport development components of the KTT that may be eligible for
Federal funding. This Cultural/Historical Resources Survey Report was prepared as part of the
Environmental Assessment (EA) and is the culmination of research and investigation of potential
historic resources within the Yellow Site.
Information for this report was gathered during the survey that was conducted between August
and December 2000. The report includes a brief

of the
Yellow Site prepared by Wilbur Smith Associates. The Environmental Assessment (EA) for the
aviation-
related development of the KTT is currently being prepared and will be completed by
March 2001.
Survey Methodology
describes how the survey was conducted through archival research, in-
field survey and documentation, and the completion of inventory forms.
National Register
Eligibility and Evaluation
discusses the criteria, historic integrity, and historic contexts or
themes used in evaluating resources deemed eligible for listing in the National Register of
Historic Places.
Analysis
lists the number of buildings, types, and architectural styles found in
the area and discusses how each property was evaluated. These chapters are followed by two
maps:
Figure 1, D.G. Beers 1877 Map of Warren County
which shows the location of some of
the earliest landowners in the area, and
Figure 2,
Historic Resources Map
which shows the
location of primary historic resources.
Alternative Sites Evaluation,
prepared by Wilbur Smith
Associates, provides a summary of the evaluation process that was utilized to select the location
of the proposed Kentucky TriModal Transpark (KTT) and shows Alternative Maps A, F and T-1
(Final).
The following chapters highlight only those properties that are situated adjacent to the proposed
location of the Kentucky TriModal Transpark, as shown on the Alternative T-1 (Final) Map.
