issues, community and land use effects, farmland impacts, parks and recreational resources, air
quality, noise, and solid and hazardous waste issues.  
Utilizing the environmental information developed, this environmental document
analyzes the potential environmental impacts of the business/commerce park element of the
KTT were evaluated to the greatest extent possible, given the current level of information about
the nature of potential uses of the site.  The ultimate environmental impacts associated with the
KTT cannot be conclusively evaluated at this time because a final site development plan has not
been completed and the exact location and business types that may occupy the site over time
are not yet known.   Therefore, the environmental analyses that were performed on the KTT
Study Area can be utilized in the ultimate design of the business/commerce park to help ensure
that potential impacts to sensitive environmental areas will be avoided, minimized, or mitigated
and that appropriate developmental constraints for site users can be developed.  This
information can also be utilized in the application for environmental permits that will be
required for the development of the business/commerce park.
Project Purpose and Need:
The purpose of the proposed KTT is to provide a new business/commerce and integrated
general aviation airport development for the South Central Kentucky Region to afford new
employment opportunities and supply the catalyst for long range, sustainable economic growth
for the region.  The KTT is envisioned to provide a compatible location for large scale business
and commerce facilities at a venue which can initially provide the best connectivity with
highway and rail transport modes. The KTT location selection is also focused toward siting
requirements which would best serve the ultimate provision of a general aviation airport, which
will replace the current Bowling Green-
Warren County Regional Airport. This comprehensive
development would help in the recruitment of businesses to a centralized site and function to
reduce the placement of these types of facilities at scattered locations throughout the region.  
Although linked, in terms of long range goals and objectives, the business/commerce
segment and the aviation segment of the KTT are not interdependent.  The business/commerce
park development is the key element and primary focus of the project, and it possesses
independent utility and function.  The replacement airport planned for the site at some future
date will enable the region to advance general aviation needs beyond the limitations imposed at
the current airport site, provide improved air-cargo opportunities, and complement the
anticipated uses of the business/commerce park. Conditions for KTT development imposed by
the project sponsor have included from the outset criteria which take into consideration a broad
range of evaluation factors including environmental consequences, social and economic
effects, engineering feasibility, and governmental and public involvement.
The KTT is needed due to the diminished and sharply declining space required for
business/commerce and industrial development in the Greater Bowling Green area and the need
to provide continuing employment opportunities for the rapidly growing population of the
region (Bowling Green is the second fastest growing city in Kentucky). An additional need
identified for the region is to provide a suitable location for a general aviation airport to replace
the existing facility. The existing facility has safety concerns associated with the high density
